About Sarah
Sarah Chen is a founding partner at Chen Privacy Law in Toronto, specializing exclusively in Canadian privacy and data protection law. Before entering private practice, Sarah served as legal counsel at the Office of the Privacy Commissioner of Canada (OPC), where she handled formal complaints, privacy audits, and breach investigations across regulated industries.
Sarah advises financial institutions, health technology companies, and SaaS businesses on their PIPEDA obligations — from privacy program design and vendor due diligence to OPC investigation response and data breach notification. She has guided clients through more than 40 material breach notifications to the OPC and has represented clients in formal PIPEDA complaints.
Sarah is a frequent speaker at the International Association of Privacy Professionals (IAPP) and the Canadian Bar Association's Privacy and Access Law Section. She publishes a quarterly privacy law newsletter read by over 2,000 Canadian compliance professionals.
She is a member of the Law Society of Ontario and holds the CIPP/C (Certified Information Privacy Professional/Canada) designation from the IAPP.
“Represented a major Canadian bank through a material PIPEDA breach affecting 80,000 customers — zero OPC enforcement action.”
