James Okafor is the founding counsel of Pacific Privacy Counsel in Vancouver, focusing on privacy regulatory enforcement and cross-border data transfer compliance. Prior to founding his practice, James served as a legal advisor at the Canadian Radio-television and Telecommunications Commission (CRTC), where he was directly involved in CASL enforcement proceedings.
James represents BC-based technology companies, e-commerce businesses, and digital marketing agencies in OPC formal complaints, CASL enforcement actions by the CRTC, and BC PIPA compliance matters. He has a particular expertise in commercial electronic message (CEM) compliance under CASL — including consent audit frameworks, unsubscribe system design, and CRTC investigation response.
His cross-border data transfer practice covers BCR (Binding Corporate Rules) design, Standard Contractual Clauses adapted for Canadian law, and CLOUD Act exposure assessments for companies using US-based cloud providers.
